Board votes to approve new fees for year

The Trigg County Board of Education voted to approve fuel bids for the coming year, as well as several new school fees at a special-called meeting July 17. The fees included a fee for beginning band students at the middle school and new fees for AP chemistry and AP biology.

The board met in a special session because of conflicts during July’s second regular meeting (the board normally meets only once in July).

Assistant Superintendent of Personnel and Operations Travis Hamby said that fee for beginning band students had been $7 and had been for workbooks. The fee will now be $10, he said. The art, computer, library, P.E. and nurse fees will remain the same and cost a total of $20. The board also voted to approve the fees for the primary and intermediate schools, which did not increase this year. The primary school totals $12 and the intermediate fees total $15.

The new fees at the high school include: $25 per photography class; $20 per multimedia class; $25 for AP chemistry; $25 for AP biology; $30 for advanced food/nutritional science and $10 for integrated science and biology. There will also be a $15 per class fee for environmental science, chemistry earth/space science, introduction to chemistry and physics and chemistry. Students will also have to pay $7 per class for textbook rentals. All other high school fees are unchanged from last year.

The board also approved fuel bids earlier in the afternoon. Hamby said that four companies placed bids. The lowest bid for gasoline came from Key Oil Company at approximately $3.58 and the lowest bid for diesel came from Max Arnold & Sons, LLC at $4.21. Superintendent Tim McGinnis said that the district would have to purchase fuel quickly to take advantage of the bids before prices rose again.

“They said the quotes are basically good for today,” McGinnis said.

The board also voted to change the Trigg County Code of Conduct to include the anti-bullying law that passed in the General Assembly this year. Hamby said that the Kentucky School Board Association had recommended making the change now, although the Kentucky Department of Education wouldn’t be sending the official changes until the end of August, which will be several weeks after the start of school. Hamby said that the district might need to make the change and then add an addendum to code of conduct later.

The board discussed the change for a while, debating whether or not to encourage children to seek the help of a teacher or from an “appropriate adult.” McGinnis said it would be better if students told certified employees about bullying problems because they have training to deal with such matters.

The board also voted to approve a memorandum of agreement between the district and the West Kentucky Education Cooperative for occupational and physical therapy services. McGinnis said the proposal from Trigg County Hospital had been 20 percent higher from the previous year. He said that in their second bid, the hospital lowered the price so that it was only 10 percent higher. However, he said that if the board were to pay for the same services employees received last year, the lower price would still be $8,000 higher than with WKEC. He said the same services would cost $35,200 under the WKEC agreement. Board member George “Skip” Howe abstained from the vote since he is an employee of the hospital.

The board voted to participate in the Education Professional Standards Board’s emergency non-certified school personnel program. This allows the district to employ emergency substitute teachers that are not certified. The board also voted to approve the employment of substitute and full-time teachers with emergency certification, as required by Kentucky Revised Statute 161.100.

The board also approved end-user license agreements for a lesson plan software site from Educational Technology Consultants. The primary and intermediate school agreement will cost $2,275, the middle school will cost $1,190 and the high school will cost $1,323. Assistant Superintendent of Instruction Beth Sumner said that the program is tailored to Kentucky Core Content, and will be a one-time agreement.
