City Council passes alcohol ordinance

With little debate, the Cadiz City Council gave its final and unanimous approval to a city alcohol ordinance at its monthly meeting last Tuesday.

With the 19-page ordinance now approved, the city will be able to put a regulatory license tax on 6 percent of the gross receipts of each business licensed to sell alcoholic beverages starting on Thursday, July 15, when Cadiz will be officially reclassified as a Class Four City, said Cadiz City Clerk Lisa Rogers.

Cadiz City Attorney Allen Wilson has said at previous meetings that the ordinance follows many of the same guidelines as the Trigg County ordinance that was passed last December as well as the Dawson Springs ordinance.

The ordinance allows the sale of liquor by the drink at restaurants that seat more than 100 people and receive 50 percent or more of their revenue from the sale of food. It also allows the sale of liquor by the drink at motels and allows for private club licenses, and for the limited sale of alcohol at golf clubs.

The council also unanimously approved on second reading the city’s FY 2010/2011 budget that calls for total revenues and expenditures of $3,295,632, with the general fund making up the largest portion of the budget at $2,036,440 of appropriations and $2,019,707 of revenue.

Cadiz Mayor Lyn Bailey said the budget includes a 5-percent across-the-board pay raise for all city employees, adding that although the local economy is slow, the city employees work hard and deserve a raise, which he said the city can afford.

The council also approved an amended version of the FY 2009/2010 budget. An additional $769,000 worth of expenditures was added to the $3.6 million dollar 2009/2010 budget, bringing the total to well over $4.3 million. Rogers said that there were grants that were added as revenue.

During his annual budget address, Bailey talked about what he said were several accomplishments during the current fiscal year. Said accomplishments include the purchase of a service truck for the water department and a police car, with a total cost of $54,000.

The mayor also said that the city completed several grants during the current fiscal year, including a Renaissance Façade grant for $133,000, a Sewer Line Replacement grant for $550,000, a Kentucky Homeland Security Police Equipment grant for $27,000 and a Kentucky Highway Safety Grant for $9,000.

Bailey also said that the cost of city employee health insurance will take a drastic increase next year.

The city is hoping to receive an additional $350,000 grant so that the city’s sewer system upgrade can be completed, Bailey said, adding that the city hopes to have other grants completed in the next fiscal year, including a Renaissance Grant to develop the Log Cabin for $45,000.

The mayor also said the city has applied for a $1 million Community Development Block Grant (CDBG) in order to repair, renovate or replace 10 houses in the city and has also applied for an $870,000 grant to replace the 325,000-gallon Food Giant water tank with a new 500,000-gallon water tank.

The council also approved a resolution that will allow Diane Light of Diane Light Consulting to apply for a $77,000 grant to pay the city’s matching portion of the $1 million CDBG.

During discussion of that grant, Cadiz City Council Member Susan Bryant asked Light, Bailey and Cadiz Police Chief Hollis Alexander about adding additional regulations to ensure that those who receive a new house are required to maintain it properly.

In other business, the council approved the rezoning of property that belongs to Glenda Williamson from residential to commercial in order to allow for the construction of a new bakery.
