Sherry Garland, the current tenant of the Terrell Building operates a consignment shop called “Rumor Has It.” She rents the building for $200 per month from Quinn. She says that she has not been given a date to vacate the building, but renovations are currently underway.
“I’ve never denied the contractor access to this building, but the workers do not knock to announce themselves,” Garland said.
Quinn presented the court with several appraisals of the Terrell Building. One was an income approach that valued the property at $92,000, establishing a monthly rent of $1,600. Quinn said that Garland’s rent was reduced due to renovations she had performed.
Garland said, “We painted the front, fixed a faucet, and oh my God did we cleaned. We paid 85 hours worth of cleaning, and paid some laborers to help. We thought it was fair to Mr. Quinn.” Overall, Garland estimated she put about $3,000 into improvements of the Terrell Building.
Until learning of the county’s intention to purchase the building she rents, she had planned to remodel the basement to serve as an apartment. The basement has had the carpeting and several walls removed. “I had a $2,000 organ down there, and they demolished around it. The organ belongs to a customer.” She said that the organ had not been damaged.
Garland said that she was given a month-to-month lease from Quinn. She said that he said he was uncertain when she would be asked to move.
“I have no idea when she will be asked to move because the county has not received money from the state to purchase the building with,” said Quinn.
Trigg County’s Fiscal Court voted unanimously on July18 to purchase the Terrell Building for use as the new Sheriff’s Office and 911 dispatch center. The court planned to use money from the Administrative Office of the Courts to purchase the building. Currently, both offices are located in the Trigg County Courthouse, which is scheduled to be razed to make room for the State Justice Center.
