Current Cadiz 2011-12 budget has no new grants

The Cadiz City Council gave final and unanimous approvals to the FY 2011/2012 budget as well as to amendments to its current budget when it met last Tuesday evening at Cadiz City Hall.

Although the budget for the next fiscal year is balanced, during the mayor’s comments portion of the meeting Cadiz Mayor Lyn Bailey expressed concerns that the city has not found any new grants for the next fiscal year.

“I’ve been mayor 12 years. We’ve always had grants in the works,” Bailey said. “We’re dead in the water. As of this date we have no new grants for the fiscal year 2011-2012.”

The FY 2011/2012 budget has a total of $4,076,107 in revenue and expenditures. Of that, $2,530,357 would go to the General Fund, $75,000 would go to Municipal Road Aid and $1,470,750 would go to the Water Fund.

Bailey said that all city employees will receive a five percent raise during the new fiscal year, which starts Friday, July 1. Expenditures in the new budget include a new car for the Cadiz Police Department and a new sewer truck, flow meters and a line locator for the sewer department, said Cadiz City Clerk Lisa Rogers.

The city council also gave final approve to amendments to the FY 2010/2011 budget, which adds $426,537 to the current budget. Rogers said that water sales were up $100,000, that they’re expecting $100,000 sewer grant and that they’re saving about $189,000 in the area of sanitation collection. There was also slightly less than $30,000 that was already on hand in the Municipal Road Aid, Rogers added.

When Cadiz Police Chief Hollis Alexander gave his monthly report, he asked the city council’s permission to apply for a federal Community Oriented Policing Services (COPS) grant, which he said would be used to hire one new police officer.

“It’s a hiring program, and it funds for the hiring of a police officer at entry level 100 percent for three years,” Alexander said.

The police chief couldn’t guarantee that the city would be approved for the grant but seemed confident it would be. City Councilors unanimously agreed that he should go ahead with the application.

Lucas Chestnut also talked to City Councilors about the Dream Big in Trigg business plan contest, which he said will take place all summer. He added that people will be able to apply all month, and that the two winners will be announced this fall.

“The idea is to get the pulse of our business community and the spirit of our community, and the who’s out there, what’s out there, and how we can help them grow,” Chestnut said.

Businesses in question can be based in a garage or a storefront or a warehouse or in other locations but will have to stay open in Trigg County for at least a full year, said Chestnut, who also stated that more information could be found on Dream Big in Trigg’s Facebook page.

He also said that any seed money will be handed out at the end of the contest, so as to prevent anyone from just taking the money and running.

And Sharon Butts, executive director of the Cadiz/Trigg County Economic Development Commission, gave her report, during which she said that Transcraft went from employing almost 180 last month to employing almost 240 this month.

City Councilor Susan Bryant was absent.
