William Lawrence, Secretary-Treasurer of the Conservation District presented the court with a letter saying that the building’s owner, Dennis Thomas, set the price of the building at $168,000. Lawrence asked the court to provide $15,000 as a down payment for the property.
At a previous session of the court, magistrates asked Lawrence to provide stipulations about the fate of the building, shared by the Farm Service Agency, should the U.S. Government withdraw support or divest itself of the building.
Lawrence’s letter, signed by six of seven members of the soil conservation district due to an absence, said that if the FSA forfeits its lease, the Fiscal Court would have priority on the space, the court would have the first opportunity to buy the building should the conservation district not be able to fulfill its lease, and if the building were resold over the amount owed by the district, the court would be entitled to recover its down payment.
In the letter, the district noted that $1.8 million came to Trigg County as grants for natural resource conservation efforts.
“We do not need the money now, as we have three more hoops to jump through, before we get the building,” said Lawrence. “We will start with the environmental assessment, because if that doesn’t fly, we can’t get the building.”
Lawrence told the court that an appraisal and survey of the building must be completed before the structure is purchased. The U.S. Department of Agriculture will make payments on the building once purchased.
“I’m satisfied the Soil Conservation District has satisfied the conditions outlined,” said Magistrate Doug Taylor in his motion to give the down payment to the district.
Representatives from the Trigg County Hospital presented the court with its audited financial statement for 2006-2007. CFO Bethany Goss reported that auditing firm BKD gave the hospital a “clean and unqualified opinion.” She added, “When we ask are we better off this year than we were last year, the answer is a resounding ‘yes.’”
