Fiscal Court approves insurance plan

The Trigg County Fiscal Court selected new insurance for county employees at Monday’s brief session.

Magistrate Doug Taylor noted that the premium increase of an average of 3.5 percent would be shouldered by county employees, as the county would continue to contribute $350 monthly.

The county intends t offer two policies. The first policy offers a projected monthly total premium of $11,932.20 with in-network deductibles of $2,500 or $7,500 depending on services. Office visit’s cost $25 or $50 and retail prescriptions carry a $200 deductible. The second policy has a projected total monthly premium of $16,810.03, with a $500/$1,000 deductible, and a prescription retail cost of $10 for tier 1 drugs.

Magistrate Donnie Tyler asked about the availability of state insurance. County Judge/Executive said that the state insurance plan required 100 percent participation from county employees.

Humphries added that insurance broker Peel and Holland had been working on a new package for county employees, though the plan was not yet ready. He said that the county could review the plan in the future and participate even if current plans had been chosen.

Tyler said that increased county participation could mean lower rates for employees, though he believed that the next tier for a rate reduction came at 50 employees.

“We knew rates would go up, but we did not know how much,” said Humphries. “Ours was 3.4 percent which is better than some other counties. The typical employee contribution for the first plan will increase from $43.81 to $46.17. The second plan’s increase will be less than $9 monthly.”

Taylor made a motion to accept the new policy, though requested a study of county employees to see if a larger county contribution would increase enrollment by the second reading of the proposed county budget, possibly later this month or in June. With a second from Magistrate Jon Goodwin, the motion passed without opposition.

As Humphries asked the court to approve county bills, he called their attention to two items on the list. Amounts of $21,736.29 paid to Mid-South Stone and $11,220.97 to Rogers Group he said the county paid to purchase road-construction materials at the 2007-2008 price to stockpile for summer before a new contract with higher prices comes into effect.
