Ham Festival Commission Chairperson Thelma Fowler said that as a non-profit group, the Ham Festival could only be administered by another non-profit group, and Renaissance on Main had stepped forward.
Renaissance on Main Director and Ham Festival Committee Member Cindy Sholar said that if approved by Renaissance on Main Directors, and the Cadiz City Council, her organization would assume responsibility for the $82,774.96 in funds held by the Festival and require the city to handle expenditures promoting the event.
The proposal prepared by the Ham Festival board said that the committee would continue to plan the festival while the city housed and stored all supplies for the event, saving $600. The City of Cadiz will carry blanket liability insurance for the festival and volunteers, saving an additional $9,000 for the three-day event. All accounts would be audited at year’s end, as would all other city accounts.
Mayor Lyn Bailey said later that all Festival expenses would be taken from an account designated from Ham Festival funds.
“The Ham Festival Committee would remain intact. We cannot do without all the work that is done. I have no desire to do this alone, and hope everyone stays,” said Sholar.
Sholar added, “Renaissance has been asked to handle this because this is a Main Street promotion. Ham Festival is the largest event in the area. The City is ultimately liable for what happens at the festival because it is on City streets, sidewalks and parking. After the Ham Festival Committee, if anything happens, the City will ultimately be sued.”
Ham Festival Treasurer Pam Alexander said that with insurance rates rising, the festival would be unable to afford premiums year after year.
