The constitution appears to be signed and dated by board members Terrell, Stacy Futrell and Shane Dixon. The Cadiz Record reported during the February 11 meeting that board members Terrell, Futrell, Dixon, Thelma Fowler and Sonny Davis voted unanimously to ratify the constitution in its February 13 edition.
The Cadiz Record requested minutes for the meeting from Complex Director Jerry Radford. Radford said that he could not find any minutes, but provided a sign-in sheet for the session.
At the April 14 meeting of the Recreation Complex Board, newly selected president Ralph Thomas presented a new constitution for examination and ratification by the board. The new constitution eliminated language in the previous, and apparently ratified copy, requiring the county magistrate appointed by the Trigg County Judge/Executive to serve as president of the recreation board.
The new constitution also changed the attendance needed to amend the constitution from 100 percent to a voting quorum of five members, with a two-thirds vote needed to pass. The February constitution stipulated full attendance was required for amendments, but not for ratification.
Terrell said that he had no prior knowledge of Thomas’s intent to ratify a new constitution and had not been asked about the February constitution prior to the April meeting.
“It bothers me that he didn’t say that there was a signed copy that night. He could have produced it and put a stop to all of this commotion,” said Thomas.
Terrell asked what would happen if he hypothetically possessed a signed constitution at the April meeting. Later he said he was unsure if he had the copy.
