“The way the complex has paid contracted labor in the past has been incorrect. We switched from paying bills from the complex to paying them from the courthouse at the beginning of the new fiscal year in July,” said Terrell. “We told contractors that they needed to provide the paperwork to provide services for a set amount. In the past, they had billed by the hour.”
Terrell said that the problem arose from a lack of oversight from the Fiscal Court, and that mismanagement contributed to the past errors. “At the first of the year, bills will be paid from the courthouse, and we’re hoping to get the ship righted.”
