Recreation selects new leaders

The Trigg County Recreation Complex Board of Directors convened a special meeting on March 31 to elect new officers and discuss an updated lease agreement for the Lexie Bush Convention Center and Complex Pavilion.

Without full attendance from all nine members, the board found itself bound by its constitution and was unable to change the position of chairman. According to current Chairman Kevin Terrell, the constitution mandates that the county magistrate appointed to the board serve as chairman. The constitution could not be changed without a vote by all nine board members.

Board Member Ralph Thomas said that he understood County Judge/Executive Stan Humphries to want the magistrate to be a liaison between the Fiscal Court and the Complex Board and relay concerns, decisions and requests for funding to county government.

Board Member Thelma Fowler missed the meeting due to her representation of the Ham Festival Committee at the Cadiz City Council to seek the event’s incorporation into the city. Kerri Stewart missed the meeting without reason, according to Terrell. He noted she had attended two of the last seven meetings.

Thomas proposed that the board select a new chairman, contingent on the change of the constitution at a subsequent meeting. The board agreed to proceed with that stipulation in place. He also proposed separating the duties of the secretary and treasurer, though the constitution allows one board member to serve in both capacities.

Board Member Scotty Hampton, with a second from Lennus Redd nominated Thomas for the chairman’s position. The board passed the motion without opposition.

“When I retired, I did not want to be involved in this sort of thing,” said Thomas. “The more I have seen out here, the more I realize how messed up it is. I did not want do this in the beginning, but now I would not mind heading this up.”

Hampton noted that Thomas had been involved with youth baseball leagues. “He’s spent more time on the ball fields than anyone else. The chairman needs a good working relationship with (Complex Director) Jerry Radford, and I believe Ralph has that.”

For vice chair, the board selected Hampton. Shane Dixon earned selection to the position of treasurer, after Sonny Davis noted his business experience.

Terrell said that Stewart currently served as secretary. Though the board acknowledged her involvement in Christian County Recreation, Terrell said, “We need to elect a secretary who will show up on a regular basis.”

Hampton noted that though Fowler was absent from the evening’s meeting, she remained committed to the Complex.

“I don’t think she would mind being named secretary. If she does, she can resign at the next meeting,” said Terrell.

Davis nominated Fowler for the position. With a second from Redd, the board unanimously selected Fowler to the position.

The board proceeded to examine the rental agreement for the convention center. Terrell noted that a recent group from Eddyville rented the facility for a party, leaving sinks ripped from the wall, cars abandoned, fields rutted, holes punched in the wall and extensive evidence of drug and alcohol use.

“There are no consequences in the old agreement,” said Terrell. “I’ve looked at agreements from other facilities, and this is what I have come up with.”
