Before the meeting proper, a public hearing on the tax issue was held, and was necessary even though no increase was proposed because the 45.9 cent real property tax rate is 0.2 cents higher than the compensating rate set by the state.
No one came to the public hearing, as there was no proposed increase, so Trigg County School Superintendent Travis Hamby showed a slide presentation about the tax levy and tax revenues.
“Had you opted to exercise the 4-percent additional revenue under the provisions of HB 44, the district would have realized an additional $198,186.35 above the present levy,” said Hamby.
During the actual meeting, Board Member Sharon Simmons made a motion to approve the tax rates for 2010 – 2011, which Board Member Sheila Martin seconded, and the final vote was unanimous.
This vote set the real and property tax rates at 45.9 cents per $100 of assessed value, which Hamby said will bring in well over $3.6 million in revenue for the school district, a net gain of about $70,000 over last year.
The compensating rate would have been 45.7 cents per $100 of assessed value. Although the compensating rate is defined as the rate required to keep the amount of revenue the same from year to year, the compensating rate would still bring in $55,588 more than last year, Hamby said.
In other business, the board voted to allow Brenda Southwick, community education director for Trigg County Schools, to write an application for a $5,000 service learning grant. Hamby said no matching funds will be required for this grant.
Additionally, the board approved a contract for $23,646 with AT&T for telephone maintenance. Hamby said that although this is a routine agreement approved every year, the district might look at getting a new contractor.
“We have started a little research on this … and we believe this is a large dollar amount for maintenance of our phone system,” Hamby said.
Over the next year, the district will look for a cheaper contractor, however it was too late to switch this year, since the contract has an automatic renewal provision if AT&T isn’t notified about 60 days before the end of the contract, Hamby said.
The board also approved a Memorandum of Agreement (MOA) between Trigg County Food Service and Audubon Head Start, and another MOA between the Trigg County Board of Education and the Pennyroyal Regional Mental Health-Mental Retardation (MH-MR) Board.
Hamby said the agreement with Audubon is a standard agreement that is approved every year, wherein food is provided by the Trigg Food Service to head start classrooms.
Hamby said the MOA with Pennyroyal MH-MR has been in place for about 10 years and allows counselors from Pennyroyal to come to Trigg County to serve students. Hamby added that staff within the district are allowed to make a referral that is reviewed by the school psychologist, and that the only cost to the district is when district staff wish to consult with a counselor regarding a student.
The public portion of the meeting lasted about 30 minutes before an executive session was held.
