A Trigg County substitute teacher appears to face no disciplinary action from a complaint made by the mother of a five-year-old student.

Tierra Outing accused David Hulett of grabbing and shaking her son, Rashawn Rasco as he ran to the bus on March 19. Outing filed a complaint with the Cadiz Police Department, Trigg County Attorney and with the school.

Superintendent Tim McGinnis referred the complaint to the Kentucky Cabinet of Families and Children. McGinnis was not in his office last week, but Assistant Superintendent Beth Sumner directed an inquiry by The Cadiz Record to that branch of government.
