According to Public Affairs officer Barry Meadows with the Kentucky State Police, the status of the investigation of Angela Butts has not changed.

As reported in a copyright story in the Cadiz Record, Butts is being investigated by Trigg County School Superintendent Tim McGinnis for allegedly having improper sexual relations with an eighth grade student. McGinnis’ investigation does not deal with any criminal investigation that may take place.

Currently, the KSP is trying to determine where the alleged encounters between Butts and a 14 year-old Trigg County student occurred, Meadows said. There are allegations that the encounters occurred outside of Kentucky, on a supervised trip to Washington D.C., he said.

According to Meadows, if the relationship that the two individuals allegedly had was outside of Kentucky, the KSP would not be able to investigate because the incident would be out of their jurisdiction.

Trooper Billy Over, the officer assigned to the case, was not in the office for comment.

Meadows said there is not a lot of extra information about the case.

“It’s one of these cases that there is not a lot of talk around here about it,” he said.

An article was published in The Paducah Sun last week on the investigation about Butts. According to the article, there is still an investigation pending on the alleged sexual abuse of the boy. Charges of third degree sexual abuse, including fondling, are still being investigated because the KSP does not know where the alleged abuse took place, Meadows said.

Superintendent Tim McGinnis said his investigation is at the same point it was four weeks ago. He said he wants to get the situation resolved as soon as possible.

“I am still working through the investigation. I have not brought closure to it yet,” McGinnis said.

He would not comment further on the details of the investigation other than he wanted to resolve it as soon as possible.

McGinnis said a letter he sent to The Paducah Sun was an open records request from that newspaper. He said he did not detail the investigation other than what was already known. He said the kissing and the fondling allegations that were included in the story were obtained from the Kentucky State Police.
