A request was made after The Record learned the county has apparently begun renovations on the building even though it does not have a deed to the property.
Currently, the Fiscal Court has voted to purchase the Terrell Building with funds provided by the Administrative Offices of the Courts for the State Justice Center. The AOC has not provided the money yet, and the building is still owned by County Attorney H.B. Quinn.
According to Quinn he was not aware the renovations were in progress and confirmed he had not yet deeded the property to the county.
Quinn said that he purchased the building in February of this year for a cost of $60,000, and set the sale price to the county at $80,000. He rents the building to Sherry Garland for $200 per month, though presented an income-based appraisal of the building with a monthly rent of $1,600. Quinn’s income-based appraisal reported the building had a value of $92,000. He explained that the reduced rent was offered to Garland in exchange for renovations.
Garland said that since assuming occupancy for her consignment business called “Rumor Has It,” she has performed approximately $3,000 in repairs.
The fiscal court has not voted in open session to allocate funding to a renovation project, nor did the county solicit bids from contractors to perform the work.
