According to the police report, the arresting officer administered several field sobriety tests after noticing a strong odor of alcoholic beverages from Hooks. For the horizontal gaze nystagmus test, Hooks displayed equal tracking, lack of smooth pursuit, an onset prior to 45 degrees and a slow reaction to light. On the walk-and-turn test, he reportedly missed most of the steps walking forward and on the return, used his arms for balance and didn’t count aloud.
