Fiscal Court votes for no change in property tax rates

Trigg County’s Fiscal Court voted to keep its property taxes the same as last years’ when it met Monday evening in the basement of the courthouse.

Magistrate Larry Lawrence made the motion, which Magistrate Barry Littlejohn seconded, to keep every property tax rate at the 2009 levels. The tax rates for Trigg County Hospital were also kept the same, and both votes were unanimous.

For the county, the real estate and new property rates were both kept at 8 cents per $100 of assessed property value, while the personal property rate was kept at 11.43 cents and the motor vehicle and water craft rates were both kept at 9.6 cents.

“I guess it’s a sign of the times, but … new property is down from last year,” said Trigg County Judge-Executive Stan Humphries. “We still had over $12 million in new property.”

For the hospital, the real estate and new property rates were also both kept at 8 cents, while the personal property rate was kept at 12.78 cents and the motor vehicle and water craft rates were both kept at 9.4 cents.

Bill Stevens, executive director of the Cadiz/Trigg County Tourism Commission, spoke to the fiscal court about the transient tax. Currently, it’s collected quarterly, or four times a year, while Stevens would like for it to be collected every month.

“We collect room taxes from any hotel, motel, resort that’s registered with us,” Stevens said. “Right now, we’re collecting from 18 different properties, and those properties could be from Lake Barkley State Resort Park to someone who owns or operates a vacation rental home on the lake.”

Although no action was taken on the matter, Humphries directed Trigg County Attorney H.B. Quinn to draft a resolution that will likely be voted on at the next meeting, after hearing from magistrates that the court would likely approve such a change.

When the tourism commission was created in 1979, the transient room tax was 2 percent, but it was raised to 3 percent in 1984, and it has been at that rate ever since.

Stevens said that although transient room taxes have decreased statewide in recent years, typically the tourism commission gets about $130,000 from the local businesses that pay the transient room tax.

Although he would like the resolution to include that transient taxes should be collected from campgrounds, Stevens said that would have to wait.

Stevens also talked about a report that detailed the county’s total economic impact (see the article on the front page of this issue).

In other business, the court approved a disaster recovery resolution that will allow the county to apply for up to $200,000 from the 2010 U.S. Department of Housing and Urban Development (HUD) Disaster Recovery Program.

Humphries is hoping only for a few thousand dollars to pay for the cost of the One Call early warning notification system for the county.

Humphries announced that there will be a special called meeting at 1 p.m. Monday to discuss bids on the Riley Hollow Road bridge project, and that the next fiscal court meeting will be on Tuesday, Sept. 7. He also said the dedication for the new Trigg County Senior Citizens Center will be on Sunday, Oct. 17.

The court will, at its next meeting, vote on whether to reappoint Larry Kemp to the Cadiz/Trigg County Planning Commission.

The court also approved its July financial statement, the 2009/2010 treasurer’s statement and monthly bills. Notable bills include one for $14,525 to the Christian County Treasurer for jail purposes, one for $3,685 to Joiners Auto Body and one for $966 to Cornerstone Information System.
