Frankie Phillips, a member of the Cadiz City Council, was served a summons last Wednesday on a fourth-degree assault charge, according to a Cadiz Police Department report.

The summons, signed by Trigg County District Judge Jamus Redd, states that at 9:30 p.m. on Monday, Sept. 3, Phillips punched Cadiz Public Works Department employee David Westerfield in the mouth while they were outside near Westerfield’s vehicle in the Light’s Plumbing parking lot.

No other details concerning the incident were listed in the report or the summons. Cadiz Police Chief Hollis Alexander said Westerfield filed the complaint the week before. Alexander completed the investigation and forwarded it to Trigg County Attorney Randy Braboy.

The report states that Phillips is due in Trigg County District Court at 9 a.m. on Tuesday, Sept. 27. He was summoned but not arrested.
